if the man does drugs, but the woman doesnt and takes care of herself when pregnant, can the baby have some form of development problem? (link)

it's possible, but not likely. If he is on drugs during conception, maybe, but even so, it is doubtful that it will effect the sperm. The baby should be fine from a drug standpoint. The baby should be fine if the woman has been taking care of herself and not only refraining from drugs herself, but from being around people while they do it. Sometimes the fumes can be effective, but everything should be fine.
