i have really pale skin and i haven't been able to find foundation or concealer to match my skin tone. the closest match i have found is avon creme to powder foundation but even this makes me look like i have orange splodges on my face in certain light.
i dont want to spend more than £10 and i live in england - i dont want to have to buy over the internet, mail order and telephone order are ok though. (link)

I have very pale skin too. I use Smashbox smashing white oak. I don't know if they have smashbox in England but it's the lightest color foundation I've been able to find. Works great for me.
Also prescripteves makes a magic illuminating cream potion that is very light.
Sorry but I'm not familiar with English pounds. smashbox is less expensive than prescriptives.
