most people that i know didnt make out before they were 13, i didnt til i was 14. but umm aobut wehen to kiss her, i know this isnt the answer youre wanting but it'lkl just feel right, but its probably better if its like just you 2 around. and you should tell her you like her and see if she feels the same way, and if she does just ask her. if your a little nervous though a good way to get on the subject is to be like.."so...who are you liken these days" then she'll probably be like "idk, what aobut you" then just tell her.
