As meckenzie said, as were not there to witness these looks, we or I dont know how often and how he looks at you. Does he talk to you a lot? When i first start out liking a girl i dont just look at her, i would try to talk to her and make her laugh. If you have noticed that he does this to you then i would say definitely yes. But watch him, if he just likes to look at pretty girls (assuming that you are one) then he might be looking at others too.
