yaa he did take care of her ..but the same way a lot of older brothers take care of their little sisters. I know a lot of older brothers with an even bigger age difference and none of them act this way with their younger sisters. there are boundaries that just shouldn't be crossed.but yes i do agree with you, it's definitely not incest...just a weird and slightly disturbing relationship between a brother and sister.
