No because both are the same ages. You are both under aged and so there's nothing they can really do. However if he was an adult, there's against law because an adult doing it with an underaged is wrong.

A real friend depends on the each individual. Some people think other qualities are more important than others. It always depends. There's a possibility that some people rather have a smart friend than a non-smart person. Some rather have more of a aritistic person. My opinion on a friend is one who treats me equally even though I'm asian and short. Friends who help me when it is needed and not gives me space. One who is fun to be with and not serious of the time but not just a slacker. There are some qualities that I don't like of my friends but that makes them better because they are different makes it more interesting. I want a friend who will come with me when I need them and always wants to help me. I have a friend like that and she's my closest friend. I want a friend who is positive and has a good sense of humor. One who has the same interests as me. Something to talk about.
Well...at times I could be a bad friend but I'm a good friend because I include people, have a good time with a friend and its been three years since I've been friends with my current friends and it is working out well. I don't lie to my friends, cheat them, and make rumors about them.

Its the eye of the beholder truthfully. There is nothing wrong with masturbating. We live in a society where its considered morally wrong but there's nothing horrible about it unless it gets in the way of your life. It is only your brother and so there's nothing wrong my opinion. However you feel a "incredibly" guilty then maybe your conscious is telling you not to do it. Maybe its best for just yourself to do it alone. I don't think this is perverted because its not like your gay and touching your brother during this. As long as the secrets stay in your room, nothing is wrong.
