I have a simple question that I can't find the answer to. In the middle school I go to they have a P.E. class. In P.E. class we do jumping-jacks. What do jumping-jacks help you build? Your arms, legs, stomach, or something? (link)

If you do enough your calves start to burn, so I think they build some muscle there.
But, mainly they are used for cardio and stretching before a workout.
