Well, firstly, ignore anyone who said not to cut. Whilst it is not a fantastically good idea, if it makes you feel better then carry on. Other people dont understand that you do it because its easier to deal with the pain on your arms than the pain inside.
I am not a cutter, but most of my friends are, and they have the same problem as you (where to cut). I suggest your ankles or your shoulders (i warn you shoulders hurt alot) because you can cover them up by wearing socks and t-shirts.

OK, if you and this boy have any common friends, you could get one of them to subtly mention to him that you are interested, and get them to say how he reacts.
Also flirting often shows guys you are interested, so you could try that. If you are shy, then you can do as much or as little as you like, start off with a smile and some eye contact, and just go as far as you want.
