Well, if you want your computer to start up faster it wouldn't necessarily be the cookies. Here is a list of things needed to keep your computer running well and safe.
(All programs can be downloaded for free at www.download.com )
-Download CCleaner and Run this program
(cleans the registry and temporary internet files from your system.)
-Download Malwarebytes
(scans and fixes your system for malicious files)
-Run Disk Cleanup
(-START -ALL PROGRAMS -ACCESSORIES -SYSTEM TOOLS)
-Run Disk Defragmenter
(-START -ALL PROGRAMS -ACCESSORIES -SYSTEM TOOLS)

I'm pretty sure all you have to do is save it as a .php file like this.
Save as.
(File Name)*.php
where you name it when u save it.
