Now, I'm a rather overly-cautious person so i'd make damn sure he feels the same way before i go about flirting. But some people are more confident than others, so:

If you don't to kiss him first, instead you want him to iniate things - it's all about drawing attention to yourself, making him druel. Wear lip gloss, it makes your lips look pouty. Or when you're talking to him, playfully run your fingers across your bottom lip (nonchalantly of course).
