Me and this guy definitely like each other.
He just got out of a year+ relationship so he doesn't want to go out with me. He doesn't want others, or me, to think that I'm just a rebound.
Still, he holds my hand in public and he kissed me on the cheek and the forehead when we last hung out.
He's acting like we're going out, so why won't he ask me? It's like the same thing...right?
He DOES want to get to know me better. I guess that's a really good reason, too.

You need to clairfy with this guy that your not just here to mess with. You actually want to be his girlfriend. Basically what he is thinking in him mind is: " heyy if she is going to do stuff with me without being my girlfriend then why would i ask her out. He wants to be able to do stuff with you yett he doesnt want girls to think he is taken you know? Trust me i have been in this type of situation and i finally told the guy look im not doing this! you either want me as your girlfriend or you cant have me at all..
so just sit down and talk to him.. its the best thing to do in this situation..
