Ok so i gave my bouyfriend a hand job
but my stepdad came downstairs right after i was done so he didnt get to do anythign to me.

Oh no babe, you're safe 100%. The only way you can is if the actual cum got onto your vaginal area which it didn't beacuase you washed your hands after it, plus you waited a while. So no, don't worrry about it.
