I have a T-mobile phone and I lost the sim card, but I have an extra one that hasen't been activated yet. Would I have to change my number or pay any fee's to use this sim card or get a new one? _(link)

You will have to activivate the card and your number will change since each sim card will have a different number. Since it is inactive (the sim card), you will not be able to use it.
