when i was your age i was chubby and my boobs werent all that big then i started going up sizes gradually and i began to get curves, shedding pounds. you just need to be patient, girls bodies dont fully stop changing shape until they reach the age of 18. so it is a possible that your boobs will grow. as of right now you wanting to make them look bigger you could invest in a water bra to increase size, or even a push up bra this will to enhance your cleavage making your boobs appear larger. those baby doll shirts help with that too because they hug your boobs while free flowing around your midsection.
