From what you've given me, it sounds like now's the perfect time to start learning. Vibrato takes some people a while to grasp, though for others it comes reasonably quickly. In my case, I had a major orchestra audition coming up and I pretty much had to use vibrato, so out of necessity I was able to do it. That was years ago, however, and I still find myself tweaking little bits. So just like anything else on the violin really, it can always improve.
While you're learning, make sure you're not compromising any other techniques. Make sure you keep proper form and intonation. The highest pitch of the vibration should be that note, and the lowest should be about a half step lower.
I know some people who've used a book called Viva Vibrato and had great results. It's sold at most major music stores as well as online.
