You could try and take 'control' of him, some guys like that a lot, hold his hands out of the way, pin him down, don't let him touch you, whisper things in his ear, lean forward to kiss him and then pull away. There are many ways of teasing, including maybe eating food sexily, or dancing - not a lap dance, but just music with a slow beat, that lets you move up against him.
The main points are:
1. Keep things slow. Sometimes even painfully slow, so he wants more.
2. Don't always give him what he wants. Make him wait for it, then he'll enjoy it even more.
3. Keep him guessing. You don't have to go anywhere past 1st, but maybe hint at doing more, make it so he doesn't know where you'll put your hands next, and then his imagination will go wild.
As for games, you could use food items like honey/cream/chocolate and lick/kiss it off each other, although that might be slightly further than you wanted to go.
