so vintage is just old pieces of clothing from past decades like '70s which you cant find in modern clothes now? and the only way to get vintage clothes is through secondhand shops?

Pretty much.
REAL vintage is from past decades. So the only way you can get them is from trade/used clothing stores such as Wasteland (famous amount LA, SF.) But there are plenty around. However there are also second hand stores that aren't vintage such as Crossroads.

Clothing can be sold currently that resemble vintage wear depending on how much of that fashion decade they resemble. You can put together outfits that look vintage by mimicking that style.
