Q: Can tube dresses be worn in any occassion or JUST for swimming to hide your bathing suit? And how do they stay on and guarantee that they won't slip off like say for a flat chested girl?

Tube dresses are cute! They can be worn in the summer or even, if they are nice enough, to a school dance. There really is no guarantee that it wont fall off someone flatchested. If I were flat chested and if I really wanted to wear a tube dress, I would find one with a really secure stretch band at the top to avoid any unwanted exposure.
Or if you wanted to, get a piece of fabric or something and sew it in the middle of the top of the dress and turn it into a halter.
