Q: whats a regulaton hottie. like from mean girls.
like in used in this:
Janis: Why didn't they just keep home schooling you?
Cady: They wanted me to get socialized.

it's self explanatory really

regulations are list of rules or requirments for something
Hottie is being sexy

so a regulation hottie is someone who meets all the requirements for hotness.
