I'm not really sure what the "bases" are. Yes, we all know what home is. If I had to guess, i'd say first is like kissing, second a little more than that perhaps with touching, third i would assume to be very close but not yet "home". Sorry if I didn't help too much, but I never really heard of that being explained. Could just go my someones own opinion (such as mine) lol.
