I've noticed that everytime I run,jog or walk in the morning when there is a chilly breeze, my legs get really itchy to the point that I can't stand it. I go home and I scratch till my legs are raw and red. I put water on it and it helps but not alot. Is there any thing I can do to prevent this? What is it? and is there any medication I can take to help the itching? Also, does that happen to a lot of people or is this just me? Thanks! I really appreciate it. (link)

If you have recently applied lotion and then run, this can also cause the itchy feeling, but that normally occurs during hot weather, not chilly.
I have to agree with the other responses, i think your skin may be a little dried out so it reacts to the cold. Moisturize and use lotion, but not right before you run.
