I've been wanting to know how to put a scroll textbox on my picture. i use paint shop pro 8. the pic i made has a space big enough for a textbox. does anyone know how to do this? (link)

Hmmm, well that's going to require some CSS and an iframe. I haven't used CSS in awhile so you're going to have to look up the code for that. And the iframe , you can see examples of here: http://www.w3schools.com/html/tryit.asp?filename=tryhtml_iframe
You need to put the frame over the picture, but that seems sort of difficult. Getting everything aligned and such. And then in the iframe you're going to have to insert a textbox. Then the submit buttons...you have a big project on your hands. ;-)
