♥Well, if she said that he has feelings for you, and he also asked you out, I think that she's serious about it. Best friends don't (or shouldn't) lie to you. If you like your friends brother, flirt with him and see if he flirts back, see if there is a connection. If you don't like him that way, just act as you normally would. If it turns out your best friend was lying to embaress you, I think you should go back to the Best Friend Store and pick up a new one.
