I'm working with Adobe Photoshop CS and GIF Builder to make icons. In some icons I've seen words or hearts are outlined in a color. Does anybody know how to outline words and objects in Adobe? (link)

glow filter. I don't remember the name of the actual filter, but if you search through them, you'll find it. Just select the area you want to glow and use the filter. And play around with it - you'll find a lot more things you're able to do as well that way.
The best way to experiment is to make a copy of your picture and experiment with that. that way, if you don't like it, who cares - it hasn't messed anything up because you still have the original.
