I think that he is flirting...it sounds like he likes you, but yet guys can be sweet talkers...If you like him then just kinda be like "how come we never got the hook-up..lol, and then see what he says.some guys will flirt even if they have girlfriend. But if it isnt his girlfriend then oh well...dont you think 2 people are cute at the same time?!?!
