Hehe.. This is kind of cute.
Well, there isn't a "proper" technique, sorry to say. Many people like different things. For example; some people just have a certain knack for rolling their tongues when they're kissing or flicking it a certain way. Sounds kind of silly, but there really is not step-by-step guide. Once you begin kissing someone, it just comes naturally and you don't really need to think about what you're doing. Trust me. :) With time and experience, you will find out what you're good at, and what your partner likes you to do with your mouth. Remember: Don't be afraid to ask him/her what they like! :)
