Adobe- Outline

I'm working with Adobe Photoshop CS and GIF Builder to make icons. In some icons I've seen words or hearts are outlined in a color. Does anybody know how to outline words and objects in Adobe?

the advantage of the first one is its kinda waterproof...but the second one has a printer..which do you think is better

Does anybody know any good programs that would help me make icons? I already have Gif Builder, but it messes up my icons and makes them black and white when they are supposed to be colored. I have a MAC OS X so any programs that are compatable with macs would be helpful.
