I think you should call him or her and tell them how you feel .. I think you should let the "person" know you have feelings for them, I mean as long as the person knows your feelings, then he or she can take it from there .. if it works out .. I'll be happy for you, but if you never tell that "person" you have feelings for them they'll never know, and the relationship might not happen, who knows maybe the person has the same feelings about you but is as scared to tell you as you are to them ..
