im 16 & im a size 32A bra. im not by no means flat, but im not exactly a B. im pretty self conscious about it .. but do the majority of guys not like small boobs? _(link)

If you think or only know people who are not interested in you just because you have small breasts move on girl, as a girl i'm sure you've got a lot more to offer any bloke more than that, and if they're that shallow tell them to get off.
