What do you do when you're completely, utterly, blindingly, confusingly, mesmerizingly, and inexcusably in love with a man? Do you tell him? Is it a bad idea? What if it's the only person you have ever even had the smallest crush on? How would you get over it if they rudely rejected you? What about if they unexpectedly have admired you from afar forever and you never noticed because you were too busy thinking about when the perfect moment would be? How do you manage something like this? Someone please help, my heart hurts. He's too perfect for me. I want him to know but at the same time I can't get over it! You've heard of 'you never know unless you try' right? Well that's exactly what you have to do. You can either sit there with all these feelings and let it eat you alive, or you can tell him how you feel and maybe he'll feel the same way.
I don't know whether on not what you're feeling is actually love, because everyone's definition is slightly different, but if you don't think you should tell him, maybe you should wait. Depending on circumstances you may have rushed into 'love' too fast and telling him might freak him out.
So basically if you think you're ready, tell him or these feelings will drive you crazy. But if you can control these feelings, maybe you should wait. Get to know him more, and maybe try and make him fall for you as well.

I know him very well, ever since I was a baby. Literally. I know what you're getting at, this is not an obsession and I did not "rush into" it. I've had feelings for him for a very long time, it's only now that I have admitted it to myself.
