What does it mean when someone says "I'm not on a soapbox, but..."?

ok a soapbox is someone who is a good public speaker. so if someone says "i'm not a soapbox, but..." and says a speech then they don't think of themselves as a good speaker. the "..." is usually a long story or speech.
