your lips are totally free of lipstick and lipgloss. if they're chapped, you can brush them and the dead skin cells will come off...

THEN

(question #2):
you can apply one layer of lipstick / lipgloss, DAB OR BLOT IT (don't WIPE it off) and then apply another layer
