Ok. So my bf's birthdays on the 29th of august, and i'm not allowed to be dating him, but i can hang out with him.
I'm sixteen, have a car, and don't know what to do with him for it...

Well to make it look like you to are just hanging out for a while i would take him and a few of his friends to dinner then say goodnight to them [[make sure its kinda late]] then take him a little ways away to a beach where you know your parents would never find you or him. But remember its no ilegal to have sex on the beach so i wouldn't do it there. Stay on the beach for a while and when you think the time is right go to a room [[maybe rent a small hotel room]].
