the first picture of her in the bra is just done by a tie-dye kit. i actually just bought a tie-dye kit at walmart today for 20 dollars.the kits all come with directions for different patterns and such, so check out some tie-dye kits at your local craft store and play around with the patterns and colors, because thats all she did in the first picture.
as for the skirt, in guessing you mean the pinkish skirt with the skull belt? if so, all she did was distress the bottom of the skirt(this can be done with a razor blade to the bottom the get the stringy look, and a corse sand paper in places to give it that worn out, old look) and then she took some regular bleach and added fabric dye until she got the color she wanted and then splashed it on parts of the skirt for those pinkish white spots.
theres really no right or wrong way to do those types of things, its all about using your creativity and imagination to make something completely original. good luck!=]
