OK, on the board that says how much gas is what does the 9 mean..?

i belive you meant the 9/10 right? if so, it means to every gallon its 9/10th of a cent. so not an entire cent. so if it says $4.00 9/10 it would be closer to $4.01 than just $4.00 for a gallon of gas. hopefully thats what you meant and it helped.
