She's definitely not following the "chicks before dicks" rule. You should bring it up to her. Just be like, "It seems like you're ignoring me and your other friends to spend all your time with Steve, which sucks. You're being rude by ignoring my calls. It makes me feel like you don't want to be my friend, and I would not ever do that to you. I just wanted you to know that, and you need to figure out what you want to do."

Chances are (and I don't want to sound mean), in a very short time, she and this guy will be over anyway. That's what generally happens when a girl gets so attached to a guy. It goes too fast and it becomes too much so it ends. And when it does end, she will come running to you. I've experienced this way too many times before with my own best friend.

The best advice I can give you is: don't wait around for her. When she and this guy call it quits, she will still want to be your best friend. For now, chill out on the calls and stuff, and if she calls you, don't feel like you have to call her back right then. Once she and Steve break up or whatever, things will be back to normal.
