Yup, me again.
I already have the Sims game, ive had it for awhile and installed it a few years ago. I downloaded some skins for characters and some wallpaper and stuff. So, there is quite a few files. but i dont know what you mean by 'run the setup utility',

After writing all this, I figured I should preface everything by saying, the only thing I'm 100% sure of is how to copy and paste files (described further down), which will help you move the files to where they need to go. If you have more questions about Copying & Pasting files, let me know because I'm sure I can help. But, as to where the files need to go, of that I'm not entirely sure. I'm basing my advice on previous experiences I've had with other games, so... this is my advice:
A setup utility is simply a program that installs the game files. It puts the files where they're supposed to go. It's usually included. But if it's not, and people are telling you to drag files, it means that you have to put the files where they belong.
There should be a "skins" directory within the Sims directory, so it MIGHT look something like this: C:\Program Files\Maxis(or Electroni Arts)\Sims\GameData\Skins. You probably need to put the skin files that you unzipped into this directory. You can do this by highlighting the skin files, press ctrl-C (copy); then find and open the skins directory that I mentioned above, and when you have that directory open press ctrl-V (paste). The downloaded skin files should now be in C:\Program Files\Maxis\Sims\Skins.

It mentions that you need a "mesh" for the skins to appear in the game. I'm not sure what that is.
It also mentions that Skin files have extensions: .skn, .cmx, .bmp; and these files should go into the Skin folder. If you see files with ".iff" extension, these should be copied into C:\Program Files\Maxis\Sims\GameData\UserObjects" directory.
Also, it may help for me to know if you're using a Mac or a PC.
