Well This year I want to wear a proper outfit for swimming like normal people, like a bikini but I want to cover more of my body so I'm wearing shorts.

If I'm flat chested, should I even be wearing a bikini top? Or am I supposed to wear a t-shirt or soemthing?

There's actually swimsuits you can buy where the bottoms are kinda like shorts. (Even though that's besides the point, I just thought I'd throw that out there xD)

But it's not a big deal if you wear a bikini while being flat chested. One of my best friends is flat as a board and she wears a bikini and looks good in it.
Just as long as you feel comfortable, go for it.
