You know those cool effects that you can use to take pictures at the apple store on their computers?
Is there any way to do that through a website online to a picture that has already been tacken?
Im talking mostly about the pictures where they change all the colors

I'd say your best bet would be photoshop

You can do loadss of effects by following tutorials like the one above just type into google the sort of thing you want to achieve. I don't think you can do the effects like where your face gets all messed up though lol, sorry.
Changing colours of pictures on photoshop is so easy, download a free 30 day trial if you don't want to buy it.
