There are a lot of diffrent factors that affect how you are percieved...it doesnt sound slutty, but it depends on things like the weather (if its cold out, then it might look a little odd (the short shorts) but if its warm, then i think that your fine. Also, i dont know how big the hoops are...if they are really big...then you might want to loose them because they can add to the whole "slut" look, but if they are small (or moderatly small) then i think your fine. And for the sweater and grey cami, that is deffinatly fine because its just like wearing a long sleeved shirt thats a v neck...except its a sweater.
All in all, i would say that your outfit is fine.
