i got a bad hair cut
its short
and i have bangs
since my hair is short

First of all, its hair, and its going to grow back. Maybe you can wear your hair straight (buy a cheap straightener) for the time being. Don't listen to anyone else about what they think about yuor haircut, that's something I've learned from my own experience. Experiment and find other ways to wear your hair while your waiting for it to grow out. Good luck, and I'm sorry I can't be more help. Of you and you can stop the poof with some products in stores, like Frizz-ease serum, hair spray, certain shampoos and conditioners.
