As mentioned above, the program The GIMP is a great option. It's similar to the expensive Photoshop program, so it has lots of functionality.

However, because both tools are aimed at people who are doing a lot of photo editing and image creation, they are also very complicated.
If you're mostly looking to clean up photos you've taken with your digital camera, I highly recommend trying out Picasa.
