My answer is to flirt! Im turning 14 and i know what i like. If a guy ask's me out and i say that stuff im just plain hard to get! So this may be the case. If you play sports make sure she see's you! And dont be afrid to pass notes in class! Make sure she know's you aprriceate her and you dont just think of her as a booty call! She needs to know you will always be there for her when she needs you. When she finally does come around you'll seem like her knight in shinning armor!
