Most kids make-out around 13 or 14. You will know when to kiss her. It just happens when the time is right. But first you have to actually ask her out. Try asking her out on AIM or the phone so you don't have to talk to her directly, it might make it a little easier. If you want to ask her out in person but you are still nervous, try finding out if she likes you back and if she does it will make things a lot easier because you will be confident that she will say yes! :)
