Well, I'm a serious sometimes funny type of person and usually my problem evolves in my love life :) ain't as lucky as you are.lol. I'm 16 and somewhat emotional. My parents have officially said that I can have the name as "going out" with someone. There's this guy I've had my eye on for a while, but he has turned me down on several occasions. We're not exactly friends, and I haven't exactly asked him out. He knows I like(d) him and he's kinda weirded out by it. At the next dance should I ask him to dance?

If he knows that you like him and he turned you down in several occasions then maybe he's distancing himself from you. What's his age? is his age the same as yours or not? If he is older then maybe he's uncomfortable with the fact that a younger is liking him or maybe he doesn't want to be with you. To avoid embarrassments, maybe you should look at his body language when he's around. You'll know when he likes you too if he changes he's attitude when you're around. If he's sending signals that he likes you too then maybe that's the time you'll ask him to dance.
