I have liked this guy for ages over a year and nearly all my friends have dated him. I think one still likes him. I have a strict policy not to date guys my friends liked, have liked or have dated. So I ask should I ask him out or stick to my policy?? Ps I am no glamour model

Since you like him that much, I say go for it, after you talk to your friend that likes him, get it settled and make sure she knows how much he means to you.
