Specifically for LoTR, I don't know any. I'm more of a HP person since I never finished the first book and got half way thru the hobbit. Its easier to just join MSN groups, yahoo groups and etc. For MSN you don't have to be a member to join and for yahoo you must join but its completely free. Also, if you go to general sites that have boards they will probably advertise sites. I'm sure that there are lots of proboards websites, or at least there are for HP.
