I like this guy alot, and he's my friends neighbor there no problem. we both flirtall the time (anthony and me). its just that at sometimes he'll go i don like you what are you doen here but he'll say it sarcasticly. and then at other times he'llplay footsie with me. i like him alot. but idk wheter should i confront him, or just keep things the way they are. i see him alot during the summer so that wouldnt b a problem.and hes a grade aahead of me idk if that might be the problemt too. please help (link)

Definitely go up to him! He sounds like he really likes you, but is waiting for you to make the move. and don't worry about that one grade. some girls date guys that are 2, 3, or even 4 grades ahead, and that can be a problem. here's what i'd do, but if your kinda shy, this might not work.
~ you go up to him and sit right by him. you're just talking, whatever...FLIRTING...must flirt! then like just stop talking...so its silent. then smile and say, "you have something on your face'. he'll say 'where' and then gently, softly and slowly kiss him on the cheek (if your brave...THE LIPS) the relationship should go from there :)
