Ok well i promised myself to never wear make up in my life when i was small and im living up to that but I decided that I'll just wear mascara sometimes.
And on some days when I do, I wash my face and then the mascara doesn't go away but it like smudges on my skin like a emo or creepy look.
I used soap and close my eyes while rubbing it and then wash out and it did a PRETTY good job but it's not totally removed.
My eyes afterwards sting like HELL! why?
My eye sight is really important to my parents since we pay for so much stuff for my eye problems so I don't want things to go bad because of some stinging after I wash out mascara.
Can anyone give me some effective way to remove it but without chemicals for my skin? maybe liek natural ways? (link)

you should try EYE make up remover the ones that are designed especially for the eyes...
theres loads of different types theres liguid and cream/lotion or wipes which ever you prefer - always try getting SENSITIVE eye make up remover
oh and your eyes probably sting after you use the soap because either you actually do have sensitive eyes or a chemical in the soap may not suit your skin if you dont want to actually go and get eye make up removers try a different soap!
