i cant say i feel you. please wait until you have developed a little more until thinking of surgery of some kind. the risks are there. anyway, you need more self confidence...i mean, gwen stefani and freaking hot and has almost non-existent boobs. there is someone for everyone. there are people like me who dont like big breasts and prefer a In-shape, proportional body or a nice rear to tits anytime. anyhow, you don't need squat, except a education. and besides...your freaking 15!!! Jesus!
